Abbottabad   – COMSATS University has achieved a significant milestone under the leadership of Rector Prof Dr Raheel Qamar, becoming Pakistan’s first university to ‘fully implement a digital governance system during the initial six months of his tenure.

According to the university administration, major reforms have been introduced to modernize administrative, academic, and office operations in line with global standards.

Key decision-making forums of the university, including the Senate, Syndicate, and Academic Council, along with thesis submissions, selection boards, and file processing systems, have been successfully digitized.

This transition has eliminated large-scale paper-based documentation, resulting in improved efficiency, cost reduction, enhanced transparency, and the promotion of environmentally friendly “green governance” practices. In addition, the Annual Confidential Reports (ACRs) system has also been fully digitized.

A total of 706 employees have been promoted to the next grades after long delays, a move described by the administration as part of a merit-based and employee-friendly policy aimed at boosting morale and productivity.

To strengthen institutional governance, permanent directors have been appointed for all seven campuses for a four-year tenure. The positions of registrar and controller of examinations have also been filled on a permanent basis.

The university has also ensured strict implementation of the Government of Pakistan’s austerity and administrative directives.

According to Media Coordinator of COMSATS University Islamabad Abbottabad campus, Sardar Naseer, these reforms have improved financial discipline, administrative efficiency, and institutional governance standards.

With these developments, COMSATS University Islamabad is emerging as a model institution in Pakistan’s higher education sector, emphasizing digital transformation, transparency, and sustainable development.
