PTA proposes framework to allow in-flight internet and mobile services



The Pakistan Telecommunication Authority has introduced a draft regulatory framework to enable internet and mobile connectivity on aircraft, marking a step toward modernising in-flight communication services.

Under the proposal, a licence fee of $10,000 has been suggested, while no spectrum charges will be applied initially. The draft has been opened for public consultation, with stakeholders invited to submit feedback by May 31.

The framework allows licensed operators to deliver onboard connectivity through satellite-based systems. However, the use of mobile services will only be permitted when aircraft are flying above 3,000 meters.

According to the proposal, licences will be issued for a period of 10 years, with an option for renewal. Companies must secure a regulatory certificate prior to launching services and are required to begin operations within one year of obtaining the licence.

The PTA has also outlined strict compliance requirements, including local data storage and processing, and mandatory registration of satellite operators with relevant authorities.

To safeguard consumers, the framework includes provisions on data privacy and security, banning unauthorized telecom equipment and requiring adherence to international service standards.
